Chief Ministers urge Prime Minister Dahal to prioritize implementation of federalism

KATHMANDU, Dec 30: Chief Ministers convened a meeting in Hetauda on Friday, reaching a consensus to draw the attention of Prime Minister Pushpa Kamal Dahal towards the imperative need for the effective implementation of federalism.

Subsequently, the Chief Ministers engaged in discussions with Prime Minister Dahal at Baluwatar to emphasise the importance of according authority to provincial governments in alignment with the constitutional provisions.

The meeting held on Friday underscored the significance of realising federalism and ensuring the rightful powers of provincial governments as mandated by the constitution. This follows a continuum of the shared perspective and decisions established during the previous meeting in Pokhara from June 30 to July 1.

Chief Ministers expressed their collective concern regarding the hindrances they face in carrying out their responsibilities. They highlighted challenges stemming from the absence of essential legislations, such as the Police Adjustment Act, Civil Servant Act, Education Act, and Land Acquisition Act. Additionally, the insufficient expansion of the common rights list was identified as a barrier to their effective functioning.

PM Dahal vows to bring most essential federal acts to conclusion

Prime Minister Pushpa Kamal Dahal has said he is making a serious effort to formulate the most essential laws for the effective implementation of federalism.

"As you all are aware, I had crafted the vision of the federal republic and struggled for this. I played a leading role in scribing this system in the constitution. Thus, implementation of the constitution is my big concern and priority", he said.

The prime minister further said that bringing all parliamentary parties to a consensus was time taking in the run-up to the implementation of federalism.

"You are aware that the incumbent government is rapidly working to formulate the federal civil service act, federal education act, police adjustment act and other laws required for the implementation of constitution", PM Dahal said, adding, "Bills already presented in the parliament will be brought to a conclusion through discussion. I will put efforts to finalise them through discussion at the top level".
