KATHMANDU, April 19: There are seven mandatory conditions to be followed while building or repairing infrastructure within the Kathmandu Metropolitan City.
KMC has made seven-point conditions mandatory while proceeding with the said work. Ram Thapa, chief of KMC's Physical Infrastructure Division, informed Republica that there should be no inconvenience to the traffic during construction work, fences should be installed to prevent smoke and dust from flying, signboards should be placed about the work, work should be done at night as much as possible, unnecessary materials should not be piled up while working, and the road should be left in good condition after the work is completed.
According to the Solid Waste Management Act, 2011 and Environment Protection Act, 2019, those who litter will be fined from Rs 5,000 to 50,000 if they do not comply with the specified conditions.
He said, "In order to solve the possible problem of rainwater and flooding, there is a need to coordinate with each other regarding the management of the wires that are scattered everywhere in order to remove the obstructions in the river flow area, to remove the obstructions left in the road and road belt during the development construction, which make the capital city ugly.”
Similarly, he said that without coordination, the construction of sewers, the management of problematic settlements caused by rainwater flooding, the solution to the problem of fire on electric poles, community dog management, urban beauty and management have not been able to bring satisfactory results.
"Even though 70 percent of the wires on the roadside poles are not working, the unnecessary wires have not been cut due to lack of coordination, it is not known whose wires will be cut and whose services will be stopped, so infrastructure construction is not possible without coordination,” said Thapa.
He said that opening the underpass of the corridor and removing the unauthorized structures on the river bank should be discussed and taken forward. He also said that to make the city beautiful and orderly, it is necessary to cooperate and remove the unauthorized structures along the banks of rivers such as Bagmati, Bishnumati, Manohara, Dhobikhola within the valley.
Around 3,459 families live on the banks of river in the valley. Out of these, it is said that there are 2,160 families in KMC alone.
