Bagmati Provincial Assembly meeting put off without holding confidence vote

MAKWANPUR, Oct 11: Bagmati Chief Minister Asta Laxmi Shakya proposed to take a vote of confidence in the meeting of the Provincial Assembly on Sunday.


"Article 188, Clause 2 of the constitution provides that if the party represented by the chief minister splits or the parties participating in the provincial government withdraw their support, the chief minister must submit a proposal for confidence vote to the Provincial within 30 days," she said. “According to the decision of the Election Commission on September 10, some members of the CPN-UML Bagmati Provincial Assembly, the party I represented, chose the CPN (Unified Socialist) Party. I submit this proposal to the esteemed assembly to get a vote of confidence from the Provincial Assembly as per the Rule 143 (1).”

Even though Shakya, who became the first woman Chief Minister of Nepal, submitted a proposal for a vote of confidence on August 18, it will take 11 days for the final votes. Speaker Sanukumar Shrestha has called the next meeting of the Provincial Assembly on October 21, delaying the vote of confidence.


There are 109 members of parliament in the Bagmati Provincial Assembly, including the Speaker. The UML government needs a vote of 55 MPs to survive. The ruling UML, which has only 43 MPs, needs 12 MPs to stay in power. But with only seven MPs left except the MPs in the opposition coalition, it is difficult for the chief minister to get a vote of confidence. The opposition coalition has 59 MPs with a clear majority.
