KATHMANDU, Oct 30: Prime Minister Pushpa Kamal Dahal has claimed that that Chinese side had tried to sign an agreement during the BRICS-BIMSTEC Outreach Summit in Goa last month. PM Dahal had met Chinese President Xi Jinping on the sidelines of the summit.
Talking to a group of journalists at his official residence in Baluwatar on Saturday evening Dahal said, “The Chinese side was willing to sign some agreements in Goa. But, I insisted that the agreements with long term significance should be signed either in Beijing or Kathmandu.”
Dahal added that he discussed reconstruction and construction of physical infrastructures among other issues with the Chinese President.
The Prime Minister reiterated that he had extended an invitation to Chinese President Xi for Nepal visit.
“I personally invited him for Nepal visit,” he said, adding that the Chinese President assured him of visiting Nepal next year.
Impeachment motion on agreement among Big 3

PM Dahal said that the impeachment motion against suspended CIAA Chief Lokman Singh Karki was brought on an agreement among major three parties—Nepali Congress (NC), CPN-UML and CPN (Maoist Center).
“The impeachment motion was an outcome of an understanding among three parties and it won’t affect the ruling coalition,” he said, “Rumors that the coalition is in a danger are baseless.”
Local election within mid-April
PM Dahal said that the government will hold local elections within mid-April.
Stressing that he has already directed Election Commission (EC) to prepare for the polls, Dahal said, “EC has demanded four months for preparations. Elections can be held in mid-April if it begins preparations from the next month.”
He added that the government won’t let EC run out of resources.
Constitution amendment on four issues
PM Dahal said that he won’t reveal the ongoing discussions on constitution amendment. But, said that the amendment will address four issues.
On demarcation, Dahal said that an agreement will be reached from the exiting seven provinces.
He further said that recommendation for official languages by Language Commission will be included in the annex of the constitution.
He was of the opinion that an agreement on representation in National Assembly will be sought through a middle path.
Dahal said that the fourth issue is citizenship and the government will move forward based on an agreement.
