Govt starts drafting working procedures for NEB

KATHMANDU, Aug 13: Following the amendment to the Education Act last month, a committee of experts has started drafting the recommendations to incorporate in the operation manual for the National Examinations Board (NEB) following changes in the Education Act.


NEB was formed in line with the new Act by dissolving the Higher Secondary Education Board (HSEB) and the Office of the Controller of Examinations (OCE). As per new law, Class 10 exams will be conducted at regional/provincial levels while the exams for Grade 8 will be conducted by the districts and Grade 12 exams will be held as the School Leaving Certificate (SLC) board exam, according to the Ministry of Education (MoE).

The amended act has envisioned school-level education at basic/elementary (grades one to eight) and secondary level (grades nine to 12) from the existing primary (grades one to five), lower-secondary (grades six to eight), secondary (grades nine to 10) and higher secondary (grades 11 to 12) levels.


“In a bid to define the roles of NEB, we are working to draft the recommendations for the operation manual,” said Baikuntha  Aryal, spokesman for the Department of Education, who is also the member of the manual drafting committee.


The five-member committee is headed by Dilli Rimal, acting secretary at the MoE. “The committee has been working rigorously aiming to complete the draft within two weeks,” said Aryal.


The manual will incorporate the issues related to conducting board examinations of Grade 10 and 12, managing necessary human resources, and organization and structure of the NEB, said Aryal.


The government will appoint officials in the NEB including chairperson while secretary at the Ministry of Education will be ex-officio vice chairperson.
