KATHMANDU, July 1: The Ministry of Education (MoE) has planned to complete within a week an action plan for incorporating the changes envisioned by the recently approved Education Act.
The Office of President approved the eighth amendment to the Education Act 1972 as per Article 113 (2) of Constitution of Nepal 2073 (2016) on Wednesday. The bill of the Act was endorsed by the Parliament about a month ago.

The amended act has envisioned the school-level education at basic/elementary (grades one to eight) and secondary level (grades nine to 12) from the existing primary (grades one to five), lower-secondary (grades six to eight), secondary (grades nine to 10) and higher secondary (grades 11 and 12) levels.
The amended Act provisions two categories of private schools--new ones will operate as trusts and existing ones will operate as company -- free education for up to the 12th grade, transfer of teachers in the same manner as civil servants, and evaluation and promotion of teachers on the basis of school results, according to the Ministry of Education (MoE). It also scraps the Higher Secondary Education Board, and integrates +2 level into school-level education.
The new act has also made provision to form National Education Council, National Examination Board (NEB) and Education Review Office. The MoE formed the NEB Thursday, according to MoE.
“All the provisions included in the Act need to be elaborated in the Education Regulation for full implementation of the Act,” said Dr Hari Prasad Lamsal, spokesperson for the MoE. “We are formulating Action Plan to prepare the working procedures,” he added. “The formulation of Action Plan will be completed within a week,” he added. “Then the regulation, guidelines and rules will be formulated in the second phase.”
