KATHMANDU, Mar 4: House of Representatives, Mahendra Raya Yadav, has declined to administer oath to the members of the House of Representatives.
According to the constitutional provisions, senior most members of House of Representatives and National Assembly should administer oath to other members of the parliament. However, with two dates of birth, Yadav is uncertain to be the senior-most member in the federal parliament.

Mahendra Ray Yadav (RJPN) and Taradevi Bhatta (Nepali Congress) are scheduled to administer oath to both houses today.
“On moral grounds, I will take the oath separately tomorrow,” Yadav said. “I will swear in the name of god, truthfulness and moral. Right now, I cannot do so due to different dates of my birth.”
In the absence of Yadav, second senior-most member, Mahantha Thakur will administer oath to other member of House of Representatives after being taking oath from President Bidya Devi Bhandari.
Now, Thakur from RJPN and Bhatta from Nepali Congress will shoulder responsibilities of Speaker and National Assembly Chairperson until elections for both the positions take place.
