KATHMANDU, July 8: The Truth and Reconciliation Commission (TRC) has finalized its investigation directives and action plan to probe over 50,000 complaints lodged by the insurgency-era victims.
The commission had started accepting complaints from April 17. The TRC has extended the deadline to file complaints by a month.
In the absence of the directives and action plan, the TRC was unable to speed up the preliminary investigation and was unable to start detailed investigation on those cases.
"We finalized the directives and action plan for investigation on Wednesday. The directives have been prepared to match the international standards," said Shrikrishna Subedi, a commissioner at the TRC.
into the complaints will decide whether the events had actually occurred or not and whether the complaints fall under the jurisdiction of the commission or not. Likewise, the preliminary investigation will categorize all the complaints as per the nature of crime and then short-list them for full investigation based on the evidences and genuineness of the complaints.
The action plan has provided detailed timeline for the commission when to look after which category of case.
"The directives have provided a framework and guidelines to begin investigation into the complaints lodged by the victims," said Madhavi Bhatta, another commissioner at the TRC.
