Government bodies not taking directives seriously: House committee

KATHMANDU, Dec  7: Parliamentary Development Committee has stated that the government bodies have not shown due seriousness toward implementing decisions and directives given by the committee on various occasions.

KATHMANDU, Dec  7: Parliamentary Development Committee has stated that the government bodies have not shown due seriousness toward implementing decisions and directives given by the committee on various occasions. 


An evaluation report prepared by the committee states that it had given as many as 13 directives to the Ministry of Physical Infrastructure and Transportation (MoPIT) on expediting various development works in the current fiscal year but the ministry did not take the directives seriously, resulting in delay in completion of various development projects. 


The committee had asked the ministry to immediately take initiatives to provide explosives for the construction and improvement of all the roads connecting with the northern border of the country. "But in lack of explosives, the construction works of the roads connecting with the northern border of the country are in limbo," stated the report.

Similarly, the committee had made some decisions regarding the construction of the Kathmandu-Tarai Fast Track road, which will connect Kathmandu and Nijgadh. "But the ministry has not even prepared the road construction guidelines," read the report. 


The committee had also issued as many as seven directives to the Ministry of Federal Affairs and Local Development (MoFALD) regarding development of infrastructures at the local level. 


The committee had asked the ministry to initiate work on upgrading local road networks by resolving disputes over construction standards for the Strategic Road Network and Local Road Network. "But until now, no result-oriented work has been done," the report stated. 


The committee had asked the ministry to deploy sufficient staffs at the local levels to ensure effective public service delivery and expedite various development activities. "Some steps have been taken toward implementing the directives but insufficient staffs continue to remain a major problem at the local level" read the report. 


Likewise, the committee had issued nine directives to the Ministry of Information and Communications. But the implementation status of the directions remains poor, according to the committee.


The committee had also issued directives to several other ministries and government bodies. "But the status of implementation of the directives also remain poor" read the statement. 


The committee had asked the National Reconstruction Authority (NRA) to set up Construction Material Banks in various quake-hit districts to ensure easy accessibility of construction materials at reasonable rates. But the NRA has yet to set up such banks. 


The committee has stated that it had issued directives to several ministries "to make them more responsible and to pressure them to complete various infrastructure development-related works on time but such indifference shown by the government bodies in implementing the directions is only helping to decrease public trust in the government."
