Govt relents as commission objects to ilakas as basic units

KATHMANDU, Oct 6: In line with the recent understanding reached among major political parities, the government has decided to change the new terms of reference given to the commission on local units.


The cabinet meeting held at Singha Durbar on Thursday decided to change some provisions in the new term of reference given to the commission, which called for making ilakas as the main basis for restructuring local units under the new federal setup and keeping the existing municipalities intact.


“The language of the new ToR given to the commission has been changed as per the new understanding reached among major political parties on Monday,” informed Minster for Physical Infrastructure and Transportation Ramesh Lekhak. 


As per the understanding reached among the three major political parties, the government two weeks ago had decided to ask the commission to take the existing ilakas as the main basis for restructuring local units under the new federal setup.

But after members of the commission portrayed the new ToR as an attempt by the political parties and the government to trample its independence, the political parties held a meeting on Monday and decided to discard the new changes related to restructuring the local units. 


Likewise, the party leaders had agreed to remove the provisions of the ToR to keep the existing municipalities intact. 


Similarly, the cabinet meeting has decided to disburse Rs 15,000 each to the families of those killed in the landslides in Lung of Pyuthan district as Dashain festival expenses.


The meeting has decided to provide the amount to each of the families of those who lost their lives in landslides in the last week of June this year as festival expenses, informed Minister for Information and Communication Surendra Karki. 


Minister Karki said that the amount will be provided to the family members by Friday as the main festivities of the Dashain festival start from Saturday. 


As many as 56 persons were killed while 248 houses were damaged by landslides in Lung.


The government had earlier provided Rs 10,000 each to the family members of those killed in the landslides as compensation and the cabinet meeting on Thursday decided to provide the additional money to them. 


Last week, Prime Minister Dahal had visited the landslide affected areas in the district and pledged that the government would provide additional money as festival expenses.


Similarly, the cabinet has decided to appoint former secretaries Madhu Raman Acharya and Suresh Man Shrestha to head the committee formed to evaluate the leadership skills of secretaries and joint-secretaries.
