SC annuls action against Social Science Baha

KATHMANDU, Dec 28: The Supreme Court (SC) has scrapped the actions taken by the Commission for the Investigation of Abuse of Authority (CIAA) and the District Administration Office (DAO), Lalitpur, against Social Science Baha, a research organization established a few years ago.

KATHMANDU, Dec 28: The Supreme Court (SC) has scrapped the actions taken by the Commission for the Investigation of Abuse of Authority (CIAA) and the District Administration Office (DAO), Lalitpur, against Social Science Baha, a research organization established a few years ago.


A division bench of justices Meera Khadka and Sapana Pradhan Malla issued a certiorari order against the actions taken by the CIAA and the DAO against the social organization.

The apex court issued the verdict following a series of hearings on a writ petition filed by a group including Social Science Baha Chair Nirmal Man Tuladhar around two years ago.

Accusing Social Science Baha of corruption, the CIAA had initiated investigations against it and also directed the DAO to collect related documents of the social research organization.

On September 22, 2016, the DAO, as per the CIAA’s instruction, had frozen the budget of the organization citing irregularities and also sought all the documents from the organization. 


The DAO had also sought the organization’s audit reports of five years. Social Science Baha had, however, stated that it had submitted its audit reports to the DAO and had been renewing its registration annually. It also claimed that the charges made against it were biased, ill-intended and false. On September 25, 2016, the CIAA had issued a public notice, accusing Social Science Baha of corruption and irregularities.
