KATHMANDU, June 30: The Truth and Reconciliation Commission (TRC) so far has received as many as 45,000 cases of human rights violation committed during the Maoist decade-long insurgency.
The TRC is expected to receive over 50,000 conflict-era cases of human rights violation by July 17 the last extended date to file such war-era cases, TRC officials said.
"Investigations into the filed cases will be carried out in two phases. In the first phase, a study will be conducted on whether the lodged cases meet substantial evidences related to human rights violations," said TRC member Manchala Jha.
No blanket amnesty, Dahal assures TRC
She also added that the number and quantity of murder cases and human displacement and property captured during the conflict would be established as well in the first phase.
And in the second phase, investigation into serious crimes like murder, abduction, rape and physical and mental tortures would be carried out, she said.
The TRC is receiving war-era cases of human rights violation from 73 districts across the country except Manang and Mustang. Out of the lodged complaints, Mid-Western Region accounts for the highest number.
The commission is assigned to look into the serious human rights violation cases upon the civilians during the insurgency era.
The local peace committee receives the complaints at local level while a special arrangement has made to receive the complaints of women assigning the women officials.
The serious cases related to violation of human rights, rape, abduction will not be given amnesty. The Supreme Court decision has already stated not to provide amnesty on such cases.
Law of amnesty cannot applied to or provide protection to the perpetrators for actions which entail a serious violation of human rights as acknowledged in international documents nor can it apply to state officials who perpetrate such acts.
The commission member Jha has informed that the commission will recommend taking action against the culprits of such serious cases.
Member Jha has urged all victims to file the complaints for justice. The commission was formed with the objectives of resolving such cases with proper investigation as per the international practices. RSS
