KATHMANDU, August 8: The non-gazetted government employees have protested as the salaries of the higher-level employees have been increased haphazardly, contrary to the budget announcement. Nayab Subbas (non-gazetted first class officials) have decided to stay on leave tomorrow (Tuesday) as they are not satisfied with the government's decision.
According to Prakash Bhattarai, secretary of the Civil Service Union, the Nayab Subbas across the country have decided to go on leave tomorrow. “The employees conducted a ‘pen down’ program at Singha Durbar today. The gathering of Nayab Subbas in the hall of the Communications Ministry today decided to stay on leave tomorrow,” he said.

“We also plan to send SMS to the Chief Secretary and Minister and Secretaries of Finance and General Administration and Federal Affairs Ministry, regarding the demand. We will also schedule more protest programs tomorrow.”
Nayab Subbas have been agitating on the issue of unequal salary increases and the Civil Service Act. They have demanded that 50 percent of open and 30 percent of promotions and 20 percent of internal/inter level competition should be maintained while filling positions at the section officer level.
