Taking advantage of the fact that the head of the Customs Office, Gaur, was on vacation, non-gazetted first class official Rokka breached the rules and procedures and stopped those who wanted to participate in the auction and sold fertilizers worth more than two million rupees for one million two thousand rupees on the basis of economic manipulation.
