Corruptions in local governments still alarming: CIAA report

KATHMANDU, Nov 15: The irregularities related to federal affairs and local governments are still on the top list of complaints that the Commission for the Investigation of Abuse of Authority (CIAA) received in the last fiscal year.


In its 31st annual report, which the CIAA Chief Commissioner Prem Kumar Rai submitted to President Bidya Devi Bhandari on Monday, the anti-graft body has stated that 32.72 percent of 22,625 complaints that it received in 2020/21 were related to the federal affairs and local governments. In 2019/20, the CIAA registered 30.07 percent of 25,152 reported cases related to the issues.

The CIAA report shows that the government has failed to check corruption cases at the local level. The anti-graft agency survey report titled “Study of Corruption and Good-Governance in Nepal-2075” released in 2019 also showed that municipalities and rural municipalities were among the most corrupt government institutions in the country. 


The annual report shows that irregularities in the education sector and land administration account for 15.61 percent and 9.09 percent, respectively. Likewise, the irregularities complaints related to forest and environment in the last fiscal year 5.01 percent, health and population was 3.93 percent, physical infrastructure and transport was 3.76 percent and those related to home administration was 3.47 percent.


Of the received complaints, the CIAA settled 14,532 cases (64.23 percent) in the last fiscal year. The anti-graft body filed charge sheets against 443 individuals on charges of corruption and recovered cash penalties worth Rs 1.89 billion from them.
