CPN-UML lawmaker Raghuji Panta said that the prime minister himself was supposed to present the bill, and demanded an explanation why  a minister was asked to present the bill when the prime minister was present in parliament.

Panta said that allowing another minister to submit the bill at a time when the PM is in parliament was contempt of parliament. Saying that the government had not answered the questions raised by the MPs in parliament, he demanded a ruling from the Speaker for the Prime Minister to answer in this regard as well.

Likewise, CPN-UML lawmaker Yogesh Kumar Bhattarai said that the prime minister should have submitted the bill related to the Constitutional Council. He said that when the prime minister was present, it was not appropriate to ask another minister to submit the bill.
