KATHMANDU, Oct 4: Delay in amendment of the Vehicle and Transport Management Rules 2054 by the cabinet has resulted in a halt to new registrations of two-wheelers in Bagmati Zone as the registration of such vehicles hit the one million mark on Tuesday. The delay has affected those interested in buying two-wheelers—scooters and motorcycles—during the festive season.
Information officer at the Department of Transport Management Gokarna Upadhyaya informed that they are awaiting a cabinet decision to add one more digit to the current two digit lot number in the license plate. Each unit in the lot number represents 10,000 two-wheelers and the existing rules allow only two digits to the number.

An amendment proposal, which was sent to the cabinet over a month ago, dropped the two digit clause in the rules, opening the way for the registration of vehicles under lot numbers of more than two digits. But the cabinet recently sent the amendment proposal to its own Finance and Infrastructure Committee, which is headed by Finance Minister Yuba Raj Khatiwada. The committee has not yet decided on the matter.
Spokesperson of the Ministry of Physical Infrastructure and Transport Rajendra Raj Sharma acknowledged the impact of the lack of decision .
