Dispute stalls NCP work division again

KATHMANDU, June 5: A secretariat meeting of Nepal Communist Party (NCP) on Tuesday failed to decide about work division among the party's central leaders as top leaders attending the meeting remained divided over as to whether the principle of one-leader one-position should be enforced in the party.


Leaders said the party could not decide about work division as senior leader Madhav Kumar Nepal strongly demanded that those holding positions in the government mustn't be given key roles in the party as long as they remain the government while party chairman and Prime Minister KP Oli opposed the idea. According to leaders, another party chairman Pushpa Kamal Dahal remained silent on the issue.

According to a leader attending the meeting, party general secretary Bishnu Paudel, as directed by Oli and Dahal, had presented a name list of party in-charges and their deputies for all 77 districts. Immediately after this Nepal opposed the list saying it violated the "one-leader-one-position policy".


But the leaders attending the meeting said they will hold further discussion and divide the party responsibilities. “The meeting scheduled for tomorrow [Wednesday] will settle the work-division issue,” said the party's spokesperson Narayankaji Shrestha emerging from the meeting.


The local chapters of the ruling party are inactive since the merger of the then CPN-UML and CPN (Maoist Center) a year ago. As of now, the party has named provincial in-charges, chiefs and secretaries and district committees. But the party has failed to name the in-charges and deputy in-charges of the district committees.


Some of the party's standing committee members such as Shankar Pokharel and Prithivi Subba Gurung are named in-charges of Province 5 and 4 respectively despite they have already been working as chief ministers of the provinces.


Like Gurung and Pokharel most leaders considered close to Oli have been assuming dual responsibilities.
