Doubts on MCC grant agreement over with adoption of Interpretative Declarations in parliament: Chairman Nepal

KATHMANDU, March 2: CPN (Unified Socialist) Chairman Madhav Kumar Nepal has said that any apprehensions over US grant aid project, MCC have been removed after it was ratified by the House of Representatives with an interpretative declaration.


Speaking at a press meet organized in the capital on Tuesday, Chairman Nepal said his party stood in favor of the MCC pact along with the interpretative declarations. The former prime minister also said that the parties in the ruling coalition decided to endorse the MCC with interpretative declarations in order to maintain the supremacy of the Constitution and parliament and establish the rule of law. 


Chairman Nepal said that his party had taken a firm stand that the MCC agreement should not be ratified without clarifying the ambiguities seen in the MCC agreement.

Stating that the country has moved forward with the ratification of MCC grant agreement with interpretative declarations, he said that the conspiracy to wipe out his party has been neutralized. "A conspiracy was hatched to end the existence of our party on February 13," Nepal said, "But those conspiracies did not succeed."


On a different note, Nepal said that it was but natural for China to express concern in case of any threat arising against it from Nepal's territory. "We do not consider it unnatural for China and India to be interested in any activities that they deem hostile in Nepal's territory. We want to say that Nepal pursues a non-aligned foreign policy," he said.        


Chairman Nepal also said that the Unified Socialist Party would stand firmly in support of the Speaker of the House of Representatives. He said that the speaker was protecting the rights of parliament and parliamentarians. He also warned the UML not to make unreasonable allegations against the speaker.
