KATHMANDU, Dec 31: Minister for Federal Affairs and General Administration, Rajendra Prasad Shrestha, has said that a problem has surfaced in the management of employees due to the failure to issue the Federal Civil Service Act.
Directing the chief of Morang District Administration Office at the office today, Minister Shrestha shared that the Act has not been issued due to the obstruction in the Federal Parliament since long.

He opined that the Act would be brought in order to boost the morale of the employees and it would make employees of all levels satisfied, stressing that the parliament obstruction should be put to an end soon to increase the popularity of federalism.
Saying the government would establish an administration reform commission, Minister Shrestha expressed the view that the federation should formulate laws and provinces should focus their attention on development.
He further said that provincial police should get responsibility for the overall security of the province and the police should also be made capable and strong. He stated that the government has been making preparations for conducting elections as per the provision of constitution and has been making arrangements of budget for the same.
Similarly, Chief Secretary of Province 1, Ram Prasad Ghimire, briefed Minister Shrestha about arrangement of employees, service delivery and fiscal transfer.
Likewise, Chief District Officer, Kashiraj Dahal, shared about the situation of peace and security in the district and existing problems.
