Kharel had resigned from his post of DIG of Nepal Police expressing discontent over the government's decision to pick his batch-mate Sarbendra Khanal as the chief of Nepal Police in 2018.

Kharel, a popular police officer of his time, was one of the aspirants for the post of Inspector General of Police (IGP) along with Khanal and DIG Pushkar Karki.

During his tenures in the major cities of the country such as Kathmandu, Birgunj and Pokhara, he cracked down on crime, controlled gang activities and carried out raids on dance clubs that were illegally operating brothels in Kathmandu.
