PARBAT, Jan 23: Chief Minister (CM) of Gandaki Province, Surendra Raj Pandey, has said the federal government must provide complete rights to the provincial governments.

As long as the federal government retains rights and deprives the sub-national governments, the provincial government can not deliver development, CM Pandey warned, adding that there were bottlenecks rife, hindering the progress and weakening federalism.

CM Pandey made such an observation during his address to the second district convention of Nepali Congress (NC) in Parbat.

He however said there was no alternative to making the province itself prosperous rather than expecting much from the federal government.

According to him, the provincial government had planned to build a self-reliant economy by propelling exports and transforming the subsistence economy.

On a different note, CM Pandey, who is also an NC leader, said NC was being cornered, which he argued, would enfeeble the republic. He suggested to the party that it adopt collective consciousness to carry out works as per party statute.
