Govt lays out constitution implementation timetable

KATHMANDU, June 17: The government has come up with a detailed action plan for holding elections of all the three levels -- local, provincial and federal -- in the new federal setup and completing other key tasks as envisioned in the new constitution, by mid-January, 2018.

KATHMANDU, June 17: The government has come up with a detailed action plan for holding elections of all the three levels -- local, provincial and federal -- in the new federal setup and completing other key tasks as envisioned in the new constitution, by mid-January, 2018.



A cabinet meeting held at Baluwatar on Thursday endorsed the action plan on completing all the necessary tasks including state restructuring and holding all the elections as provisioned in the new constitution by mid-December 2017.



 

 






The action plan aims to hold the local body election by mid-December this year, provincial election by mid-June 2017 and elections of the House of Representatives and the National Assembly by mid-December, 2017.



Likewise, the government has announced to appoint governors of all the seven provinces by mid-April 2017 and declare temporary capitals of the provinces by mid-January 2018.



Deputy Prime Minister and Minister for Women, Children and Social Welfare CP Mainali informed that the action plan will be presented in parliament so that lawmakers could discuss the government's important plan of action.



"All the tasks including the elections need to be completed by the end of January 2018, according to the new constitution. So, the government has prepared a tentative framework to complete all the necessary tasks within the deadline set in the constitution," he said, adding, the action plan will be presented in parliament for discussions, and the dates proposed for the elections and other purposes may be reviewed, if needed, as per political understanding. He said the government planned to hold parliamentary discussions on the proposal so that it can help build an environment favorable for effective implementation of the new constitution.



"We have just said that the government will hold the local level elections by mid-December but we have yet to finalize whether the election will be interim or as per the new federal setup. So, it will be decided after discussions among political parities which elections will be appropriate within the timeframe set by the government," Minister Mainali said adding that the government isn't rigid over the proposed timeline.



As per the action plan, the government will form a Language Commission and a Federal Commission to settle the issues of provincial demarcation, and prepare the bills by mid-August; make necessary amendments to laws on Local Level Elections and restructuring of the Judicial Administration, and set up high courts by mid-September; prepare laws for constitutional bodies and commissions by mid-October; and establish commission to delineate constituencies for Federal Parliament and other constitutional bodies as provisioned in the new constitution, by mid-November.



Likewise, the government has announced that it will prepare laws on election of president and vice president and formulate necessary policies for integration of civil servants in the local bodies by mid-January, 2017.



Similarly, the government's another plan has it that it will prepare election-related laws for federal parliament, provincial assembly, the House of Representatives and National Assembly during the same period.



Former chief election commissioner Nilkantha Upreti welcomed the government's move to come up with a detailed action plan to implement the new constitution.  



"The government had the compulsion to come with the action plan and it has come up with it in the right time. If the political parties really want to implement the constitution, they should help the government to execute it," he said.
