According to the notice issued by Section Officer Suresh Shrestha of the Ministry, this decision was made during a meeting of the Nepal Government Secretaries held on June 20. The suspension aims to establish clear transfer criteria to ensure orderly employee transfers.

Criticism had arisen that arbitrary transfers based on personal connections and salary considerations were disrupting administrative functions.

The Commission for Investigation of Abuse of Authority highlighted these issues in its 33rd annual report and recommended halting such irregularities in employee transfers.
