Parliamentarian Prem Suwal had objected to the proposal, arguing that there was no quorum in the parliament to endorse the proposal seeking a decision on the Bill.
The meeting was postponed after Speaker Agni Prasad Sapkota rang the bell for three minutes and asked to count the quorum which was not reached.
The government in the Bill had mentioned that the tenure of House of Representatives and Provincial Assembly will come to an end only on the day of the first meeting of the newly-elected parliament.
Both the ruling and opposition parties had presented the amendment proposal expressing qualm over the Bill.
