It’s already late to formulate a law for running higher education: Gagan Thapa

KATHMANDU, March 23: Nepali Congress (NC) General Secretary Gagan Kumar Thapa has stressed the need for formulating an Act for the operation of higher education in the country. 


Addressing the inaugural ceremony of the 12th National Assembly of the central committee of Tribhuwan University Employee Association held at Kirtipur on Wednesday, Thapa said that a separate Act needs to be made for the operation of higher education in the country.

Stating that Nepal has entered federalism with the new constitution, he said that it was too late to draft a law on higher education. General Secretary Thapa said that there should be a discussion on who should invest in higher education, how to run a university, whether to open a new university and what should be the responsibility of the federation and the provinces in regards to higher education.


He said that in the past when his party was in the opposition, he had repeatedly raised the issue with the Education Committee, Health Committee, the Prime Minister, and other ministers but no discussions were held. He also asserted that the continuous obstruction of parliament also did not allow the issue to be a matter of priority. 


Furthermore, Thapa stressed the need for Tribhuvan University to play a leading role as it is the oldest university in the country. He also said that all parties should be responsible for solving the current problems at Tribhuvan University.
