UDAYAPUR, Jan 30: Local level representatives have said that they have been facing difficulties to operate the local bodies in a full-fledged manner due to the lack of the necessary laws and directives required for the operation of the local bodies. They have drawn the attention of the government to take initiatives for formulating the necessary laws and directives for the smooth operation of the local units.
At a program organized in Gaighat on Monday, most of the local level representatives of the district complained that they are still struggling to deliver services as well as carry out various development works in their local units as per the expectation of the general public due to the lack of necessary laws and directives.
Local units again facing lack of technical hands
Mayor of Bela Municipality, Durga Kumar Thapa said that the central government's lackluster response to formulate new laws and policies has hampered development works in the local units. “We have been left to operate the local units on general directives. Even though the constitution has bestowed authority to the local units for formulating necessary laws and policies, the central government must forward a general framework of the laws to be formulated for the full-fledged operation of the local units. However, the government has done nothing in this regard,” he complained.
Sharing their work experience, most local representatives said that the local units are facing a tough time doing anything due to the lack of necessary directives as well as lack of coordination among the government offices in the district.
“It has been over six months since we were elected. People have high expectations of us but our hands are still tied due to the lack of necessary laws. And the government is doing nothing about it,” Thapa said. He added that even the day-to-day activities of the local units continue to be affected even after the representatives have been elected.
Similarly, a chief administrative officer of Triyuga Municipality, Taranath Luitel presented the details of the development plans formulated by his municipality but he also lamented delay by the central government to formulate the necessary laws.
