KATHMANDU, May 4: The 'No Objection Certificate' (NOC) issued to students going abroad for higher education can now be printed online by students themselves.
The Foreign Study Permit Branch under the Ministry of Education, Science and Technology has made necessary arrangements to issue NOC online. NOC branch head Basu Dev Wasti informed Republica that although there is an arrangement to apply online for NOC, from now on it is going to be made accessible to print online as well.
He said that from next week, one will be able to print the certificate online.

Nepal Rastra Bank has issued a circular to provide foreign exchange facility to students on the basis of NOC through online medium. According to the 'Guidelines on Approval of Foreign Studies, 2079 BS' approved by the Ministry of Education, Science and Technology, banks and financial institutions should verify the details of the No Objection Certificate available on the online portal and provide the foreign exchange facility accordingly.
NOC Branch head Wasti stated that there has been some delay due to the fact that some concerned agencies are not in a position to provide services through the online system.
"Coordination with concerned bodies such as the Department of Passports, University, Department of Immigration etc is necessary," he said, adding that the NOC branch can provide 100 percent service only when all the concerned agencies provide services online.
The government has issued the 'Guidelines for Approval of Foreign Studies, 2079 BS' to organize foreign studies. The guidelines are designed to make the process of obtaining NOC easy, simple, systematic, technology-friendly and efficient and to streamline the process of recommending foreign exchange. Based on this, the process of issuing NOC is going to be done completely online.
