Dahal committed to restructuring the Office of the Prime Minister and Council of Ministers to enhance functionality. He emphasized prioritizing policy, program, and budget preparation, resolving development and governance issues, and limiting foreign programs to predetermined essentials. The restructuring of the PMO, he said, would send a positive message nationwide.

Additionally, Prime Minister Dahal announced to recall poorly performing Nepali ambassadors. He plans to leverage diplomatic missions for Foreign Direct Investment (FDI) and tourism promotion, emphasizing result-oriented economic and diplomatic efforts. While noting a 26% increase in remittance inflow during his tenure, Dahal aims to utilize skills from remittance to boost production and employment domestically.

Dahal asserted his government's tough stance on good governance, citing actions against the Lalita Niwas land grab scam, fake Bhutanese refugee scam, and illegal gold smuggling cases. He emphasized that such arrests uphold the rule of law and democracy. Addressing tax evasion concerns in Axiata's Ncell deal, Dahal affirmed the government's commitment to preventing evasion.

Responding to critics blaming federalism for the problems, Dahal defended the system, pointing out a reduction in the number of representatives. He justified federalism's effectiveness during the recent earthquake in Jajarkot and Rukum West.

Prime Minister Dahal also assured Kathmanduites of efforts to bring water from the Melamchi river within a month, with a 28-day compact project already underway.
