KATHMADNU, Sept 6: Prime Minister Pushpa Kamal Dahal, who is also chairman of high-level Federalism Implementation and Restructuring Directive Committee, has directed Chief Secretary Som Lal Subedi to expedite the process of formulating a clear roadmap for adjusting existing public administration and bureaucracy to the federal system.
The government in April had formed the Federalism Implementation and Administration Restructuring Coordination Committee under the leadership of the chief secretary to formulate a roadmap immediately for transforming the existing public administration into a three-tier administration and deploying the civil servants as per the new federal setup.
Chief Secretary is also the member-secretary of the directive committee.

On Tuesday, Prime Minister Dahal convened a meeting of the directive commitee and asked Chief Secretary Subedi to expedite the task of preparing a roadmap for transforming the adminstration and bureaucracy to match the federal system before the deadline set in the new constitution.
As per the new constitution, the government must develop an action plan for transforming the existing public administration to suit the federal system by April 2018.
“In the meeting, he called for expediting the roadmap preparation work so that the government can start the process of transforming the existing administration as per the new federal setup. As per his directive, I have also asked officials under my committee to expedite the work,” Chief Secretary Subedi said.
He said that as many as 40 joint-secretaries from various ministries are busy preparing an action plan. “We have divided the task of transforming the existing public administration into five thematic sub-committees and the joint-secretaries are doing their work. We will complete our task before the deadline,” he added.
During the meeting, Chief Secretary Subedi had briefed the prime minister on the progress made with regard to formulating an action plan.
The coordination committee has been assigned with the task of formulating policies to define the jurisdictions of the federal, provincial and local governments and the interrelations between the three tiers of government.
The new constitution provisions that 20 different issues will be dealt with by the federal government, 28 other issues by the provincial governments and 20 issues by the local governments. Based on the division, the transitional plan is being formulated.
Similarly, the committee will also determine the necessary government bodies required at the three levels of government in the new federal setup. Then, the coordination committee will forward the policies formulated and other recommendations and plans for state restructuring to the high-level committee under the prime minister for necessary review and endorsement.
