BIRATNAGAR, June 18: Private sector of Province 1 has expressed doubts about implementation of policies and programs introduced through the budget for the province for the upcoming fiscal year – FY2019/20.
As not even 30% of development budget was spent in the current fiscal year, the private sector has questioned spending capacity of the government.

Prakash Mundada, president of Morang Merchant Association, said that though the budget has tried to address almost all the sectors, the budget allocation is too little. "The provincial government has allocated budgets for several petty projects. Though the budget has addressed most of our demands, small budget size could affect implementation," he added.
He also urged the government to ensure that funds allocated for Provincial Constituency Development Program are utilized properly.
"The provincial government has announced to build an industrial exhibition centre and a Ring Road in Biratnagar. Similarly, budget has been set aside for airport expansion works. We welcome these programs," he said, adding: "We only think more budgets should have been allocated for these programs."
Similarly, Rajendra Raut, senior vice-president of Federation of Nepalese Chamber of commerce and Industries, Province 1, said. "The government should work to increase capital spending," he added.
Raut said programs for agriculture sector like agriculture modernization and commercialization project, building cold storage facilities and protecting local crops are positive aspect of the budget speech.
