Registration of constitution amendment proposal unlikely today

KATHMANDU, Nov 27:  It is unlikely that the constitution amendment proposal will be registered at the Parliament on Sunday. 



Press Coordinator to PM Dahal, Govinda Acharya told Republica Online that preparations were underway to table the proposal at the meeting of the Council of Ministers, but it won’t be registered at the House today.



PM Dahal is in a defensive mode after the leaders from the ruling Nepali Congress (NC) and his party, CPN (Maoist Center), objected to the proposal of splitting Province no 5.



The dissenting United Democratic Madeshi Front (UDMF) too has been objecting to the amendment proposal. UML, the main opposition party, has warned to stage protest in streets and in the Parliament if the government registers the amendment proposal.



“The Prime Minister is holding informal discussions with the top leaders of the ruling parties on how to take ahead the amendment proposal,” said a source refusing to be named.



PM Dahal had been saying that preparations to register the amendment proposal were in the last stage and the proposal will be registered at the Parliament Secretariat today.



Earlier today, while meeting with a delegation led by the leader of indigenous nationalities Padma Ratna Tuladhar about the amendment proposal, PM said that the government will discuss the matter with all the political parties.



The delegation also submitted a memorandum to PM Dahal with suggestions in relation to the amendment.



The memo demanded that the amendment proposal should propose 10 provinces instead of existing seven, based on the report made by the first Constituent Assembly's Committee on State Restructuring and Distribution of State Power and the State Restructuring Commission.
