The practice of contracting for 'hoarding board' advertisements should be stopped: Laxman Humagain

Kathmandu, September 12: Laxman Humagain, executive chairman of the advertisement board, has said that he is preparing to stop the contract practice for on-site (hoarding board) advertisements.


Speaking at an interaction program related to the advertising code of conduct with the Federation of Nepalese Chambers of Commerce and Industry (FNCCI) on Sunday, Executive Chairman Humagain said that contracting is still practiced for on-site advertising and now the board will enact a law to stop the practice of such contracting.


Humagain said that since the contractor collects the revenue raised through hoarding board advertisements, now the board is in favor of implementing the system that the contractor cannot collect the revenue from such advertisements. He said that although the right to collect advertisement revenue is given to the local government by the Local Self-Governance Act, the contractors are collecting it.

He said that due to the lack of coordination between the rural municipalities, municipalities and federal government, there is a conflict between the contractors and the advertising code of conduct does not cover it. He said that before the election, the Council of Ministers will pass a law so that the local governments can collect the revenue from on-site advertisements.


He said that the board will manage the digital media this year by creating an Act. Chairman Humagain said that work is being done to manage digital media within four to five months at most. He said that despite the great support of the advertising association, advertising society, industry and commerce association and consumers for digital media management, there is no cooperation from the government employees.


He said that the Ministry of Communications has issued a circular to allow payments through media bills for government advertisements from the current financial year at the initiative of the board and that the rule of getting paid from the media bill will be implemented immediately.


Similarly, Humagain also talked about immediately controlling foreign advertisements. He said that dubbing was stopped by the advertisement board and asked the businessmen to report if dubbed advertisements are being played anywhere.
