KATHMANDU, Jan 8: The government has issued a revised 'Selection and Recommendation Procedure-2080 BS’ to fill the vacant post of vice-chancellor of Tribhuvan University (TU). According to the procedure, the interested candidate must also submit a self-declaration letter that he/she is not a member of any political party along with the application for the coveted post.
"According to the existing law, a self-declaration letter must be submitted along with the application of the candidate’s eligibility for public office appointment and stating that he/she is not currently a member of any political party,” reads the procedure.
In addition, professors who have conflict of interest in TU have also been barred from submitting applications. According to the existing procedure, professors will also be eligible to compete for the post of vice-chancellor of the university.
In the procedure issued on Monday, it is mentioned that the candidate must be a professor of any university and the educational qualification should be at least a master's degree.

The applicants will be evaluated for 100 marks on the basis of his/her academic qualification, experience, book publication, presentation of university-related vision paper and professional action plan.
A total of 35 marks have been allocated for university-related vision paper and action plan, 20 marks for presentation and 15 marks for interview.
Similarly, 6 points have been set aside for academic research projects, 5 points for book publication, 4 points for university officer experience, 5 points for academic qualification, and 10 points for experience as a professor. The candidates have been requested to submit a vision paper of 3,000 words and an action plan of 5,000 words.
The procedure mentions that a shortlist will be published after evaluating the applications of the competitors and a competition will be held between those shortlisted by the expert committee. The names of three people who get the highest marks in the competition will be recommended for the post of TU vice chancellor. Among them, the chancellor will appoint one as the vice chancellor of the university.
The applicant must submit the application along with the documents specified in the procedure within 15 days of the publication of the notification, i.e. on January 22.
The Ministry of Education, Science and Technology has set up the secretariat of the recommendation committee headed by the education minister. Education Secretary Suresh Adhikari and University Assembly member Chandrakala Ghimire are the members of the recommendation committee.
Following controversy and protests on Friday regarding the initial application criteria that limited competition to university officials, the recommendation committee, led by Education Minister Ashok Kumar Rai, canceled the application and reopened the application process on Monday.
The ministry has given the responsibility of Acting Vice Chancellor to Shiva Lal Bhusal as the post of Vice-Chancellor of TU has been vacant since November 3.
