A cabinet meeting held on Monday issued an ordinance to this effect in accordance with the agreement reached with Dr. Govinda KC. With the decision, no new medical colleges can be opened at least for 10 years from now.

As per the provision laid out in the ordinance, a university can give affiliation only to five medical colleges.

Taking the spirit of the Mathema report into consideration, the ordinance has been introduced, thereby barring Tribhuvan University and Kathmandu University from providing affiliation to new medical colleges. These universities have already provided affiliation to over five medical colleges.

The government and the public education institutes have to provide 75 percent scholarship to the students as per the ordinance. The ordinance shall come into force once the President authenticates it.
