All nine local bodies of Taplejung reach agreement with Land Commission

TAPLEJUNG, Sept 15: Three local bodies of Taplejung have entered into an agreement with the National Land Commission with the aim of providing land to landless squatters, landless Dalits and disorganized residents. With this, all nine municipalities and rural municipalities of the district have signed an agreement with the National Land Commission.

TAPLEJUNG, Sept 15: Three local bodies of Taplejung have entered into an agreement with the National Land Commission with the aim of providing land to landless squatters, landless Dalits and disorganized residents. With this, all nine municipalities and rural municipalities of the district have signed an agreement with the National Land Commission.


According to Bigyan Banjara, member secretary of Taplejung District Committee of Land Commission and Head of Survey Office Taplejung, an agreement was  reached with Maiwakhola Rural Municipality, Phaktanglung Rural Municipality and Pathibhara Yangwarak Rural Municipality recently. With the signing of the agreement, the way has been paved for the collection of landless Dalits, landless squatters and disorganized residents in the respective municipal areas. According to Banjara, the local bodies which signed the memorandum of understanding should form landless Dalits, landless squatters and unorganized residents management facilitation committees at the municipal and ward levels, after the 35-day notice published by the commission, fill the application form and collect the data and enter the data, distribute the copy of the application registration, to manage the surveying technical team assigned by the commission with essential materials and other things, to manage more surveying technicians from the local level, to involve the surveying office in the surveying technical team added from the local level, to identify the area for measuring and mapping, to confirm and classify the area.

At the local level, the rural municipality has to classify the rural area, the city-oriented area, the city area and the center of the municipality, while the municipality should only classify the rural area, the city-oriented area and the city area. While classifying the area to be mapped, government lands and previous forest areas are indicated, but only the land that has been converted into settlement should be used as a basis. After the completion of this work, in coordination with the district committee, the process of planning the land survey map, deciding the method of survey map, preparing the equipment related to the survey map and working on the survey map will proceed. Similarly, to request the relevant district committee to take ownership of the previous measurement map, to manage the forms related to the measurement map, to publish the notice of the applicant's list, to correct the details and to investigate through the ward level facilitation committee for the presentation of complaints and opposition, the ward committee to the local level executive, the task of verifying and recommending landless and unorganized residents to the commission by the executive will be from the local level.


Along with this, if landless Dalits, landless squatters and unorganized residents need to be established at the local level, the details should be sent to the commission. With the establishment of the service center, the responsibility of appointing the head of the center, sending all his details to the commission and contacting the commission to get the user's name and password for computer entry will be the responsibility of the local level.
