Draft of Education Regulation in final stage

KATHMANDU, Oct 26: The draft of the Education Regulations scheduled to be submitted to the education minister on Tuesday, could not be completed due to delay in finalizing the draft.

KATHMANDU, Oct 26: The draft of the Education Regulations scheduled to be submitted to the education minister on Tuesday, could not be completed due to delay in finalizing the draft.



Education Minister Dhani Ram Paudel had directed the team of joint-secretaries at the Ministry of Education (MoE) last month to draft the Education Regulation by October 25.



“However, we were unable to submit the draft to Minister Paudel today as a few issues have yet to be finalized,” said Dr Hari Prasad Lamsal, spokesman at the MOE. 



“We will submit it within a couple of days,” he said. “Once we submit the draft to the minister, he will call the stakeholders to comment and suggest recommendations on the draft,” he added.



The agendas to be vitally discussed include compulsory and primary education system, secondary level education frame, state bodies for education, federal structure of education system, private schools under company and trust, minimum standard fee structure for private schools, free education up to Grade 12, rules and roles for teachers, reward and punishment system, quality of public schools, teacher student ratio, management of public schools and concern of stakeholders among others, according to the MoE.



As part of its action plan, the MoE started working on the formulation of Education Regulation in a bid to incorporate changes envisioned by the new Education Act from mid-July.



The ministry began the process about three months ago to work on drafting the Education Regulation in order to explain and elaborate the details of the Act for the implementation of the law, according to the MoE. 



The Office of President approved the eighth amendment to the Education Act 1972 as per Article 113 (2) of the Constitution of Nepal 2073 (2016) about four months ago. The Act was endorsed by the parliament about five months ago.
