KATHMANDU, July 16: The process to collect inputs from stakeholders for drafting an education regulation is in its final stage, according to the Ministry of Education (MoE).
The MoE has started working on formulating an education regulation reflecting the provisions in the new Education Act, which includes controversial points such as registration of all new private schools under trusts while allowing the older private schools to operate under company rules.
“The ministry has received vast amount of inputs from stakeholders,” said Dr Hari Prasad Lamsal, spokesperson for the MoE. “We had asked the stakeholders such as teachers' unions, guardians, and Department of Education to submit their opinions by last Thursday,” said Lamsal.
“All stakeholders, barring the Federation of Teachers' Union (FTU), submitted their inputs. The FTU will submit its suggestions by Sunday,” he added.
The MoE is consulting with Law Ministry, Finance Ministry and the Office of the Prime Minister as part of its effort to prepare the regulation.
“The drafting of the regulation will be completed as soon as possible,” the ministry officials said, without divulging stipulated timeframe to complete the draft of the regulation.
The revised education act was endorsed by Parliament about a month ago.
The amended act provisions two categories of private schools--one run under trusts and others, the older ones, managed by private companies; free education up to grade 12; transfer of teachers as civil servants and evaluation and promotion of teachers on the basis of school results, according to the MoE.
It also scraps Higher Secondary Education Board, integrates plus two level into school level, and proposes solutions for the decades-long problem of temporary teachers.
The new act has also made provision to form National Education Council, National Examination Board (NEB) and Education Review Office. The MoE formed the NEB about two weeks ago, according to the MoE.
The provisions envisioned in the Act will be elaborated in detail in the Education Regulation for comprehensive implementation of the Act, said the officials. “Following the formulation of the Education Regulation, guidelines and manuals will be drafted in the next phase.”
