"The work of compiling and updating the provisional voter list required for the proportional election under the forthcoming House of Representatives election to be held on November 20 starts from Thursday," he said. Such voters will not be allowed to vote in proportional elections to the provincial assemblies.

Voters included in the provisional voter list can only vote in proportional elections to the House of Representatives. According to the Election Commission Act, 2017, the Supreme Court had ordered the commission at various times to prepare the provisional voters list and the necessary arrangements for exercising the right to vote.

In this act, government employees, Nepali Army soldiers in barracks, Nepal Police, Armed Police Force, detainees/prisoners in prisons, employees engaged in election work and security personnel living in old people's homes approved by the government are allowed to vote.

According to the election procedure of the commission, the names to be included in the provisional voters list from September 24 to October 12 must be verified by the head of the relevant office of the province/district election officer and sent to the office of the chief registration officer.

The commission has appointed Chief Electoral Officers and other officers in 77 districts for the Federal Parliament and provincial assembly elections.
