KATHMANDU, May 22: Nepali Congress leader and former Finance Minister Dr Ram Sharan Mahat has said that the government could not make public its new policy and program before the second-phase local level election slated for June 14.

He however argued that the government could bring a supplementary budget for the previous policy and program, in keeping with the election code of conduct.

Speaking in a face-to-face program organized by Reporters Club Nepal here today, the former Finance Minister stressed on the need of bringing a provisional budget to give continuity to the projects of national pride. He added that the government should pay special attention in the upcoming budget to the post-earthquake reconstruction.

Leader Mahat also spoke of the need of finalizing the constitution amendment proposal; that is under the consideration of the Parliament as soon as possible. He contended that it would be against the election code to increase the number of local levels right before the election.

Stating that this government should quit forthwith for paving the way for the formation of a new one, the former Finance Minister opined that the first phase local election results were not as expected due to the party's managerial shortcomings and intra-party wrangling.

He called on the party leadership to move ahead reforming the shortcomings seen in the first phase election in preparation for the second phase election. RSS
