Houses joint session postponed citing 'procedural error'

KATHMANDU, June 12: The joint meeting of the House of Representatives (HoR) and National Assembly (NA), summoned for 1 pm on Monday to endorse the parliament regulations for joint session of parliament was deferred until further notice citing a procedural error by the parliament secretariat.

KATHMANDU, June 12: The joint meeting of the House of Representatives (HoR) and National Assembly (NA), summoned for 1 pm on Monday to endorse the parliament regulations for joint session of parliament was deferred until further notice citing a procedural error by the parliament secretariat.


As per the parliamentary tradition, the speaker of the lower house and the chairman of the upper house should inform their respective houses about the joint session at their meetings. But this had not happened in the case of the joint session called for Monday.

Now, the joint meeting is expected to be held next week after holding the meetings of the upper and lower houses of parliament.


After lawmakers at Monday's joint session reminded Speaker Krishna Bahadur Mahara and National Assembly Chairman Ganesh Timilsina about the tradition, Mahara and Timlisina decided to defer the joint session until further notice.


“In the absence of joint meeting regulations, the date for the joint session should have been informed at the meetings of both the houses of parliament,” said Nepal Communist Party lawmaker Krishna Bhakta Pokhrel.


Earlier, a meeting of the House of Representatives, which was also scheduled for Monday at 11 am, had been postponed for Thursday, through a notice.
