KMC started preparing for the distribution from the ward office after complaints came from citizens that they could not receive ID cards on time due to the provision of distribution of identity cards only in certain places. Previously, ID cards were prepared by the Department of National ID and Civil Registration at Singha Durbar and distributed in each district from the district administration office or from the place designated by the Department of National Identity Card and Civil Registration Department.

Digital identification of citizen's identity, integration of biological identity is the concept of creating a national identity card. As services such as public service delivery, peace and security, social security, tax system, passport are connected with it, service distribution and management is facilitated by it.

When going to give details, a copy of the Nepali citizenship certificate is required. (In case the date of birth is not shown on the citizenship certificate, educational qualification certificate, passport or similar official proof showing the date is required). If the permanent address is different from that mentioned in the citizenship certificate, the original migration registration certificate should be taken. There is a provision that a person who has obtained a certificate of Nepali citizenship can get the identity card.
