During the HoR special session today, the leader urged the government to provide clarity in existing laws and create new legislation to prevent such errors from occurring in the future.
Regarding the recent amnesty granted to 670 inmates on Constitution Day, leader Thapa stated, "Convicts of serious crimes have been excused from imprisonment by exploiting legal loopholes, which goes against the spirit of the constitution. This decision is incorrect. Protesting against it is natural and justified. The issue has now reached the court, making a mockery of the system."

Highlighting the provision for granting amnesty to inmates worldwide in cases of human error or injustice, Thapa emphasized that the primary spirit is to ensure that no one is subjected to injustice.
He stressed that prisoners involved in serious crimes should not be utilized to serve the interests of anyone through legal loopholes. Thapa also mentioned the provision that life-term prisoners should not be eligible for amnesty. He expressed concern that even an individual facing a contempt of court case has been released. Thapa further informed that amnesty should not be granted without specifying the basis and applicable laws, urging that the institution of the President should not be unduly brought into disrepute.
Underlining the necessity for the government to clarify and reform this matter in the future, he called for the creation and integration of new laws while eliminating legal loopholes to prevent misinterpretation of the laws.
