KATHMANDU, July 13: The Supreme Court has issued an interim order against the Koshi provincial government, limiting its authority to make long-term impact decisions. A single bench of SC Justice Sapna Pradhan Malla on Wednesday issued the interim order to this effect.
Despite the interim order, the current government will remain in place. However, it is now prohibited from making decisions that have long-term effects.

A petition was filed on behalf of CPN-UML challenging the formation of the government, including the speaker, on Thursday. The petition, filed by Hikmat Kumar Karki, the outgoing chief minister of Koshi, claimed that the government was formed in violation of the constitution.
As per Rule 49 (2) of the Supreme Court Rules, 2074, the government is required to submit a written response to the court immediately. It is also instructed not to make any decisions with long-term effects until the case reaches its final conclusion, as set by the bench. "An interim order has been issued in the name of the defendants," states the order.
Former Attorney General Ramesh Badal commented that the fate of the Koshi government will be determined after the final hearing. The Supreme Court has acknowledged the existence of the government but clarified that it is not a full-fledged government.
The fate of the Koshi government will be determined through ongoing hearings starting from July 23, 2023.
The writ petition named Koshi Chief Minister Uddhav Thapa, Provincial Governor Parshuram Khapung, and Speaker Baburam Gautam as defendants.
