SC orders govt to allow employees, security personnel and inmates to vote

KATHMANDU, July 17: The Supreme Court (SC) has ordered that government employees, security personnel and prisoners, too, be allowed to vote in the House of Representatives and Province Assembly elections.

KATHMANDU, July 17: The Supreme Court (SC) has ordered that government employees, security personnel and prisoners, too, be allowed to vote in the House of Representatives and Province Assembly elections.


A single bench of Justice Vishwambhar Prasad Shrestha issued an interim order to create a temporary voter list for government employees, security personnel, prisoners, etc.

While hearing the petition filed by Nishant Pokharel, the bench of Justice Shrestha ordered the Election Commission to implement the temporary voter list provisions of Section 30 (1) and (2) of the Voter List Act 2073 and to give the right to vote after collecting the temporary voter list.


Section 30 (1) of the Electoral Roll Act provides that the Commission may prepare a separate temporary electoral roll for the proportional election system in the House of Representatives and Provincial Assembly elections.


Provisional voter list includes employees working at the local level of Nepal government, provincial governments, Nepal Army, Nepal Police, Armed Police Force, detainees and prisoners in prisons, election staff and security personnel, persons in old age homes and other persons designated by commission.
