KATHMANDU, May 21: Minister for Federal Affairs and General Administration, Lal Babu Pandit, has said timely changes in Civil Service Act were imperative for administrative reform.
The government was for the administrative reform via the Act, he added. Minister Pandit was saying this in response to queries made by the lawmakers at the meeting of State Affairs and Good Governance Committee of the parliament today. The Civil Service Act will be ensured up to the mark on the basis of international experience and good practices.

The parliamentary committee was holding discussion on the bill relating to organization of civil service, its operation and terms and references. Minister Pandit asserted, "Act must not be made in an impulsive manner. However, the trend of spending much time on study for career development leaving aside the service which failed to yield any result must come to an end."
In the meeting, the lawmakers underscored the need of change in civil service, as the country has witnessed sweeping change in the governance. The promotion of the civil servants must not hinder the services, they added.
They also suggested the government to appoint employees via open competitive vacancy, and internal competition and contract basis. The post of kharidar needs to be scrapped in federal government, they stressed.
