KATHMANDU, June 6: Police have arrested two people, including a Chinese national, on charge of operating an illegal Voice Over Internet Protocol (VoIP) operation in Nepal.

The Central Bureau of Investigation (CIB) team arrested them from Lalitpur on Tuesday.


A 40-year-old Chinese national living in Lalitpur in a rented apartment in Baikuntha Raj Budhathoki's house is said to be the mastermind of the illegal VOIP operation. Police have also detained his accomplice Ganesh Shrestha.


Additionally, police have seized Rs 483,000 cash and a small amount of foreign currency, 2,403 Nepal Telecom SIM cards and 1,300 Ncell SIM cards from the rented apartment of the arrested Chinese national.


According to sub-section 5 of Section 47 of the Telecommunications Act, 2053 BS, a person is considered to have committed crime if a person maliciously does any work that adversely affects telecommunication lines, telecommunications systems or other structures or equipment related to it, damages or causes damage in any way or encourages such work or if such work 


According to the same section of the Act, there is a legal provision to punish with a fine or imprisonment up to five years or both according to the amount of damages if such a crime occurs or is committed.
