KATHMANDU, Dec 12: The Public Procurement Monitoring Office (PPMO) has concluded that the wide-body aircraft was purchased violating the provisions of the Public Procurement Act, 2007.
The PPMO, in the report submitted to the Public Account Committee of the Parliament, has pegged the wide body aircraft at the eight years old value and that it has already flown for 1000 hours.
The report has stated that the aircraft was purchased through a request for proposal (RFP) which does not conform to the provision of the Chapter 2 (C) of the Public Procurement Act, 2007.

The RFP does not conform to the international open bidding process.
It is not clear whether the RFP refers to the same provision of tender stipulated in the Act or a different one, the report said.
Meanwhile, the PAC here today has set up a seven-member Sub-Committee to investigate into and submit its report on the procurement of the wide-body aircraft by the Nepal Airlines Corporation.
PAC President Bharat Kumar Shah shared that the Sub-Committee led by Rajendra KC has been entrusted to look into the case and submit its report with factual accounts within a fortnight.
"As the Sub-Committee submits its report, we will decide on how to further the matter relating to the purchase of the wide-body aircraft," said President Shah.
The members in the Sub-Committee are Prem Bahadur Ale, Meena Subba, Chanda Chaudhary, Krishna Lal Maharjan, Pradeep Yadav and Dharmashila Chapagain.
