KATHMANDU, May 19: The Commission for the Investigation of Abuse of Authority (CIAA) has filed a corruption case in the Special Court against former chief of the Land Revenue Office, Tikapur, Mohan Snehi Rasaili, and non-gazetted first class officer Agni Bahadur Shahi on charge of misusing their position and embezzling Rs 246.97 million.
The accusation centers on the illegal plotting and registration of 15 bighas of land, originally marked as forest in field book number 908 under the jurisdiction of the former Narayanpur Village Development Committee ward number 8. This forest land was illegally registered in individuals’ name through the Tikapur Land Revenue Office in 2068 BS.
The CIAA started an investigation after receiving a complaint to take action against the employees involved in plotting and registration of public land designated as forest in individuals’ name.
CIAA files corruption case against LRO employees
In the course of the investigation, former chief of the Tikapur Land Revenue Office, Rasaili, and non-gazetted first class officer Shahi were found illegally plotting and registering the land that was designated as forest in the year 2021 BS in the field book number 139 of Ward No-8 of former Narayanpur village.
This action is deemed a misuse of their position for illegitimate purposes, resulting in the transfer of state-owned public land designated as forest to private individuals (Bindra Rawal, Kamal Bahadur Rawal, Sushil Bahadur Rawal, Bimal Bahadur Rawal).
The CIAA has stated that all documents related to the registration and record of the land were destroyed from the office archives.
In addition, the charge-sheet filed in the Special Court, Kathmandu on Sunday, has demanded fines and imprisonment according to the law, and that the land previously held in the name of the forest should be retained as forest land.
