He said, "It is necessary to turn the detention center into a rehabilitation center. We are working to that end. Most of the jails and prisons are in the heart of the city. The government is planning to relocate such prisons to the outer territory with a slightly larger area.”

Minister Khand said that the area of the jail should also be bigger. “It is our goal and belief that they can be used in agricultural production as well. For that, there is a demand of the people to relocate the prisons located in the middle of the city to the edge of the city market,” he said. “We have developed an action plan to find land in a suitable place and manage the budget to build a new prison and convert it into a rehabilitation center to create a comfortable living environment for all the prisoners.”
